A rope ladder works ...
A rope ladder works well for any elevated situation. Lets say you live on a 5 story building floor. Even if it does not have a balcony you can get out simply open, or knock out, 2 adjacent windows and tie the rope around. 50 feet of rope is cheap. Even a 20 story building is an option with 250 feet of rope. And, remember that you subtract the 5th floor in the calculations, the? rope will be at the bottom of the window. Tie knots every 2 feet, this will give you something to grab onto.

Seems reasonable, however you fail to cover one vital aspect. In the event of a fire people are rarely calm. If a fire occurs and the operators panics, say they don't exert enough force, what happens? Do they fall? Are they stuck?? As RangieNZ mentioned most people would take a broken limb over being burned.
